Because some of the clients that come in there are down right nasty. Not that you deserve to be treated rudely at all but it's a stressful job. Regardless, they shouldn't be rude. If you experience that again I recommend asking for the supervisor and if it continues you may have to go up the chain of command.
Everyone who works there is not rude. The overwhelming majority of them are polite and civil. One person there - Ms. June Mayweather - who works on the fifth floor in social services - was rude to me. And even she came to her senses after about a minute and a half.
