Apply with the state in which you worked which would be Virginia where you live is just where you live but claim where you received your salary
Be careful about filing a claim i your state as a lot of times your state officials are affiliated with some large companies and get money in one way or another from them. Its sometimes best to call Delp of Labors main office instead of you local and states office. You can start local then go to the main office in Washington later.
