Yes but there is only a certain number for the day available so if they sell out then you will be turned away. No you don't have to buy tickets for the penguins.

Yes, they are selling walk up admission tickets at the booth. The penguin exhibit is open and part of the zoo. You do not purchase a separate ticket for the penguin building, you have access with regular admission.
