Rain or shine is deceptive. You think you're buying pavilion tickets to be protected from the elements. People who brought tickets under the pavilion who were rained heavily on should've received some type of reimbursement.
Each ticket has an agreement with it. Rain or shine. It is impossible to schedule for only sunny days. There is no refunds. This is a legally binding agreement you accepted when purchasing the tickets.

The Capital Jazz Festival is held rain or shine, nobody will be reimbursed. However, each performer will eventually have their performance aired on YouTube. So, even if you missed a performance, you can go to YouTube. Yes, public safety was a concern that day, so you can email Merriweather Post Pavilion and the Capital Jazz Festival website
Heck no! My wife & I didn't even go on Sun cuz the weather was so bad. Very poor effort for public safety
