It's just not given to anyone and left somewhere near the room at or inside. Apparently, if the warehouse staff does not receive it, you can declare "non-delivery", and, if scanned - will soon appear in the office.
Everything is fine, processing is under way, and soon the parcel will be sent to the delivery address.
