No you can't but Tom's right. There's some state parks you can camp at I believe nearby.

No camping in the refuge but check Reserveamerica,com for nearby NY State Parks.

You can go to case Road and ask conservation officers where you can camp Conservation office open Monday through Friday

There is no camping on the refuge, but has some state parks nearby that does.
