Hey, I received a text message from a number I do Not know. The text they send me was my license plate # and with the eyes emoji. Can i make a report on this? Now i feel like i am being watched and is strange. I called back n no answer.

You have to know they info to make a police report. Anyway you trace the number back to someone ir have any idea who it can be
