Yes all u do is call 311 not 911 because 911 is for emergency. The 311 is also dispatched and an patrol officer will come out and if a vehicle is blocking ur driveway. Yes they will be ticketed.
Hello. Put in a roll call complaint & ask for a sergeant or corporal when you lodge your complaint. Every night that you see this activity, call the non emergency number first to remind them of the roll call complaint. If no one comes out, call 911 and mention the complaint on recording and request them to respond. Take pics so if your district doesn’t respond, you have proof of how many nights the roll call complaint was ignored.

No as long as you can prove you live there you can enter property by any means even if the locks were changed that would be considered illegal lockout and you are entitle to enter property .. you can check your rights with the tenant action group for any further information but in order to be removed or evicted in philadelohia you have to go to court even squatters have rights to housing .. it's a process and good luck

Contact the community relations officer at the 15th District (215-686-3150/1) and also make a roll call complaints of the hours and location that this is going on. This allows the officers in the area to be aware and patrol more during those times, hopefully deterring this activity... i hope this helped
