Yes, you have an excellent case. And as a tenant, you do have rights. (I too am a tenant, though I have discovered [re: this cesspool known as "Milwaukee"] that the city is chock-full of slumlords. So you might want to try another state altogether, since even the entire state [of Wisconsin] isn't much better).
