They are allowed inside but only service animals are allowed in areas that serve food
I don't think there is a problem, just use common sense and a short leash. Yes, the shops are very crowded but we took our 20-pound dog through much (but not food shops) of the place with no problem.. i think you will be ok as it isn't a large dog and they are well behaved.
