The pool is reserved for guests and you have to show your room key to get in, however there are other ways in such as renting a cabana, or if you play a fair amount at the casino you can talk to a casino host about getting access to the pool. Otherwise the only way is to "sneak in".
I believe you can book a cabana, but it's based on availability and quite costly.
