Permits required for camping can be bought online or at visitor center. All camp grounds require hiking, there is no car camping. I don't think there is a place to park an RV overnight inside the park.
I know RVs are allowed at Dillon's Beach, but I didn't see any spots near Point Reyes.
There is an RV park in Olema that has tent campsites. Nice park. Nice hosts. Good central location for exploring the whole beautiful peninsula.
You can get permits for camping with tents in specific camps, but I do not think there is RV spots in the national sea shore.

No RV camping. Campsites are "Wildcat", "Sky", "Glen", "Tomales Bay" (boat in only), and "Coast" campgrounds. Permits required for all sites -- aquire online upto 6 months in advance -- or, in the off season, check in with the Visitor Center to see if available last minute. Fire permits are required in ALL campsites. These are ALL remote, hike in or boat in sites -- no car camping. You can connect a number of these sites together to hike the entire park.
