I'm at a loss as how to help a family member who is now housing approximately 15 cats in a two bedroom apartment that they are in jeopardy of being evicted. Should I report them and would animal services take the cats?

Please think of the cats lives as well, they deserve better than to live that way. There are laws to prevent hoarding.

Definitely call animal control. It's illegal to have that many cats and not good for them.
