Catherine Sullivan -- really poor advice. That is how dogs get to become bait dogs for dog fighting rings. Also, what are you referring to with the return fee? No reputable shelter would charge that because it would discourage people from turning a dog in and would encourage them to just turn it loose. Your misinformation is doing a disservice to dogs and dog lovers.
Are there any friends or family that can take care of your dogs? You should find a way to keep those babies with you at all costs!!
