You fill out the renwal application and send in a new photo your expired passport and a money order or a check for the amount of $110.00. you can find the address on page two of the application on the bottom left side. if the renwal is for a minor who is under 16 year old they will have to apply as a first time passport minors can not renew. usps.com has a list of local offices that do process first time passport you can also make an appointment online as well.
