The Fresno SPCA is one of the highest kill shelters in California. Don't you think it would be a lot easier to be responsible for your pet, or not get one at all if you can't be? Also very cheap spay and neuter at the Hope Foundation is also a remedy. It's a fact that the less educated a town or community is the worse the animal population. An animal is not a toy that you play with until you get tired of, it's a lifelong commitment as they are part of the family. They're not to be dumped out into the country for someone to find either, as they usually get hit before they find someone, and usually that someone takes them to the SPCA where they have a slim chance of finding a home before they are put to sleep. If your conscience doesn't bother you after you take your family pet to the SPCA, you don't have one... Remember, dogs are one of God's greatest gifts to us and he will judge us according to how we treat the most innocent...
