We have a over population of feral cats and kitten at my apartment complex (over 15)what can we do about them? Is there a TNR program available?

Best advice would be to call HOPE & Fresno Humane Society. They would be the best to advice you on your options.

I would call and find out, or look online for a place that take cat but don't kill them

There is a program called cacth and release means you get a cat spayed at the SPCA for a lower cost. But they only perform 4 surgeries a day so you have to be in line at 7am.

I don't know because my friend just took her dog to get it spay and neuter only we didn't ask about their programs that they have. You can call and ask them.
