No it doesn't it's free on weekend's probably more people so might be a line plus I think the rodeo parade is coming up this weekend as well since rodeo starts on the sixth of next month

Yes but it is not so expensive. Nowadays I've seen comments that if you are among the first 100 persons to get there you don't have to pay. But I am not sure. Hope ir helps
