My mother was scheduled for an interview at USCIS in Charleston, SC. In the letter they it says: "If you do not speak English fluently, you should bring an Interpreter" As her daughter, can I be her interpreter?

You could be her interpreter. When you enter the facility you must bring your ID and check in with security, specify that you will be serving as an interpreter for your mother and have documentation that proves it.
