No, you don't have to be a Northglenn resident.
No you don't. Expect to be there 3-4 hours the 1st time. You have to answer questions, have a physical, & other stuff. Bring ID, social security card, and proof of address (utility bill, usually).
No you don't have to be a Northglenn resident, but they do have a limited area that you must reside in to use a particular office location. I'm not too sure what the guidelines for that are.
