When the news stand is open they have new Metro Cards. Same with ticket booth; open in AM (early). Ticket machines you have to get a ticket to get the Metro Card.
No independent MetroCard service, although if you are buying an LIRR ticket from the machine, you can also add a MetroCard on the same physical ticket.
