That's the type of work this office is supposed to handle. I don't know the procedure exactly. If the school in question is private, then I imagine you should speak to someone in school. If there problem still persists, I guess this office might be some place you could take your complaint. Or else, the department of education could address it, I'd think.
Good luck. The office of pupil transportation just does administrative work, paper work and complaints. My kids bus was late by 30-50min everyday and they could not do anything. This year i just decided for my sanity. I would drive them to school. That way im not late to work everyday

No, you would have to speak either directly to the Matron or Office of Pupil Transportation, and her company. Also, every school should have someone that handles Transportation, so check with the school and see first, if not call Office of Pupil Transportation. If it's a private school with their own Transportation not run by NYC Dept of Education than talk to the school.
