My child use the school due to his special needs, during winter don't have heat and on summer don't have air conditioner.

You need to get that rectified.

You have to make sure your child's IEP states that he/she needs air conditioner in the summer months and heat in the winter. I know it sounds Crazy ,it really works. Have the doctor write these stipulations and have the school add that to his IEP. I have not had anymore issues since I had it done for my son that has Allergies and Asthma.
