i made an application for passport last week and it gave me a date of interview that does not fit my schedule. i planned to change the date and it automatically place it at the following date. i plan to come for it in April.can i choose my date?

You have to wait for the date to pass and then later reschedule it.

No you can't, I had the same issue. You will have to wait until that date passes and then you reschedule again.
