What is the extension I can use to talk to someone to obtain a power of attorney and cpf related needs, whenever I call it just stays in a loop no matter what instructions I follow, do I need to make an appointment, can I just walk in?

Just go in. I am always taken aback at how willing and ready to help people are. If you live far away, send an email first to get some more general directions if none are available on the website. Someone will likely respond within 48 hours. Speaking from experience unrelated to your particular issue.

I don't know if this will really be the right answer for you, but in my experience with the consulate, it's almost impossible to do anything over the phone. You most likely need to go in personally. However, I believe walk ins are fine. I walked into get my passport renewed, and had it in my hands within an hour. I went in on a weekday in the morning (Monday or Tuesday), and I was surprised by how few people were there. They were very helpful in everything I needed to get done and helped guide me in the right direction. My best advice is to just go in. I don't think you even CAN make a reservation. I believe it's first come first serve. Best of luck!
