It is located in a shopping center. I also had difficulties to find it, but the building staff pointed out correctly. Currently they only serve by appointment (covid moment) but they are very attentive. I have been there for a few weeks (schedule).
You have to email the specific department that you want to reach. They usually respond within 24h. On their webpage you can find the services they offer, and what needs and what does not need appointments , as well as forms to be filled and documentation needed. Just go in. I am always taken aback at how willing and ready to help people are. If you live far away, send an email first to get some more general directions if none are available on the website. Someone will likely respond within 48 hours. Speaking from experience unrelated to your particular issue.
I think you can enter Brazil with the expired passport, but you won't be able to travel out of Brazil with the expired document. If you decide to renew in the Consulado, they give it to you that same day
They don't take calls but if you didn't get a reply, you are using the wrong email. Most questions can be answered by carefully reading their website.

Which documents are you asking about? I opted to visit in person, and every thing was taken care of there. I didn't have anything previously notarized before I went in. They did everything there on the spot, and they gave me my new passport within an hour. Highly recommend going in person. It's not obviously clear online what needs to be done, but as long as you have all the requisite documents (birth certificate, etc), everything can be done in person at the consulate. We also went on a Monday, and there were only a handful of people there. The whole process (including walking to the nearby post office for a money order) took around 1 and 1/2 to 2 hrs. I did all this about a month ago. Highly recommend going in person.
You can apply for a Visa online if you have too, not sure about the Visa waiver thing.

The Consulate's website has a list of the documents you need. I think if you have your old passport or other photo ID you can use it as a replacement for your ID.

The problem may be with the Post Office. You probably have a tracking number, try to locate your envelope by that number! Hope this helps!

Unfortunately you have to do the power of attorney using templates and the necessary information and send that proxy by email to them. Then joking, you have to take a paid mail envelope and filled address for them to send later to you, instead of finishing everything at the time you are going to sign it to that power of attorney. And do not forget to bring a "USPS postal money order in the right amount to pay". And confirm before you go, in what part of the day they will attend to that specific type of operation. Depends where you will be going. I traveled to Salvador and it was not required. They do ask at the airport in Salvador if you have the shots, but only if you will exit the airport in Bogota or Panamá. However, its been a monrh I was there and something might have changed. US dont requires vaccinations for you to re-enter.

I don't think this can be done ahead of time. To apply for extension, you will have to do that while you are in the country. To overstay without extension could cause a problem getting future visas.
