I visited the Birchmere Dec 2018 for Sarah Evans performance and found out that evening in order to participate in meet & greet you had to pay extra. How will one know if that is the case for other shows?

Ask the office at Birchmere would seem to be the way to go.

Any meet and greets are set up by the artist, some just come out and meet their fans and some sell VIP packages, almost always if they are selling a package it's available and advertised in advance. Sometimes an artist decides at the last minute they are going to come out and sign. It's all totally up to them.
