The only time Temple Clothes are worn is when a white wedding has been requested. These have become rare due to locker space and usually the wedding party would need to participate in a session, just before the sealing to accomplish a white wedding. Witnesses are in street clothes. The sealer and bride and groom are usually the only ones in Temple Clothes.
It has been my observation that witnesses for live sealings usually don't wear their temple clothes unless everyone is requested to dress in their temple clothes for the sealing, (which doesn't happen very often anymore), in which case the witness might be dressed in his temple clothes. Most often everyone is dressed in Sunday attire. If the witnessed is doing sealings for the deceased, then he will be wearing his temple clothes.
