Call Animal Control
Have you talked to your neighbor? If you gave already tried that, then you could call Animal Control but if it was me I would call the police non emergency not 911 ... disturbing the peace. I have found that calling the non emergency number gets good results. They will tell you how to proceed. BTW ... IT is howling not hawling.
