Is it standard practice to require customers to agree to pay $200-300 before doing warranty work or perform a safety recall? Is it just this dealership?

Definitely not. You shouldn't have to pay anything at all for recall work and depending on your warranty it's likely you wouldn't have to pay anything for that either unless it was something not covered.

Its my first time taking my suv there for a recall work, they didn't said anything about crdedit card!!

That doesnt seem like std practice to me. I cant recall any dealership doing that. They would need your credit card before the work and that is not something I remember ever happening
