Many of them are uneducated about ethics and the law. Great description-shady yes but there's always room for improvement where these things exist.
Regarding birth certificates.. Call the Department if Health in the state you where born in.. They will tell you what to do to get one... You will probably have to mail them your id card and a self address enveloped... They will mail your id back along with your birth certificate. It sucks that you have to mail them your id, but its they only way they can confirm that it is the Right person they are dealing with. It usually take about 4-6 weeks. Also a fee ranging from $15-20 is needed to process your request.

This is a great place if you need help and are truly interested in bettering yourself
Sometimes people are or can be shady. But when people apply for jobs they don't include character defects. Some are just opptuninist trying to sugarcoat their ego.
