No Nancy. This is inside Newark airport. You can park at the terminals or economy parking and get free bus back to terminals.
Yes I agree there is no parking on the premises for personal cars just drop off and go however as mentioned there are parking lots/cell phone lots ect. You can get back to Hertz by bus or the monorail
