Yes, from City Hall is nice
The entrance from the Manhattan side is very close to city hall and Chamber street. Also if you can take the 4 train to the Brooklyn Bridge stop and chalk up to the surface, the bridge will be right there.

It depends on where you are. I went by bus from the Battery Park and walk for at least 10 minutes. After there, I went by foot to the One World Trade Center. It took about 20 minutes. Always following the Google Maps.
