I think that means that you threatened or attempted to threaten one of the staff members in your landlords office. Three rivers aren't really any help. It seems to me like they side with the landlords about evictions. An eviction is an eviction and there's nothing they can really do fast enough to prevent the eviction. What you can do is file a grievance with your landlord and they have to give you a meeting to discuss what's going on.
