When the tippet get too short do you have to change the whole leader?

I went through that until I learned to use tippet rings. Makes it a whole lot easier. But that's just my opinion and what works for me.

Not necessarily. You can and should add new tippet by tying on additional tippet. You can do this by adding line (tippet) using a surgeons knot. Note the tippet should be equal or smaller in diameter to the end of the leader you are tying it to.
