No. A couple would meet with the priest and would go through the pre-cana classes first. If approved to be married by the Church, there is usually a gift to the priest performing the wedding ceremony, but no fee for the building. The wedding reception is not usually held at the church. But if it is a small wedding, the couple may be able to use one of the church meeting rooms to host a simple reception. The church office would have details on what is or isn't allowed.
