No, we do not sell them half filled up. We have a rigorous QA process and if you received a cartridge that even appears to be half full, we would like you to bring it in for an exchange so that can make our QA team aware of a possible issue. Not sure how low it is but it can go down into the chamber. Call and see, they might exhange it if its unreasonably low and if it was bought it within the last day.
