a Friend and I want a inside White house tour and need to organize it with the SA embassy in Washington. I have a duel citizenship ( SA /BELGIUM ) and will enter the US with Belgium passport (ESTA) . Can i organize it with SA or through Belgium ?

Sounds like you're both not Americans. If you are a South African you can contact the SA embassy for assistance... Or your friend can contact the Belgium embassy if she or he Belgian. Tour are not guaranteed and they are first come first serve apartment... And they can cancel them anytime. I suggest you look up White House Tours on Google.
