16 sounds right to me. (I don't really know) But I do know that anyone can make a big difference just by spending time with some lonely dogs and cats! Im sure if you aren't old enough you could still walk with someone (maybe your parent) who has signed up to walk dogs, or hang out with some cats when they let them out into the cat room. I'd recommend calling the shelter or just stopping by. (if you can) They should be able to tell you about all the options they have!
