Is there a reason why a Liberian cannot renew his/her passport without traveling to DC or NY? Have you looked around to see how other countries are resolving the same issues securely and conveniently?
You will have to visit the Embassy either in New York or D.C. to get it done. No exception.
You have to come to DC or fo to New York based on where you choose.
