Why do you want a Travel Certificate? This is only issue for emergency travel purpose. But you will have to do the Ecowas passport first b4 you can be issue TC if you have an emergency. You will need 2 passport size photos and $75 money order to do the TC in 10 business days. $125 for next day service and $150 for same day service but you have to come in b4 12 pm for same day service.
You will need to prove that you are a citizen of Liberia. You passport or national Liberian ID. I would call the embassy to the relevant information.
