Because the amount of trash you generate per week stays the same and the dump fees continue to grow

The amount of refuse may be the same (or can vary), but what you're paying for is the SERVICE. Your bill isn't dependent on how much trash you put out. It's about how often they pick it up. If the SERVICE goes down, SO SHOULD THE BILL.
