Why don't they ever answer the phone? It's monday.... not Thursday when they are closed, but a monday. At 11 am. Can't get someone to pick up a phone, really?

Can't get through to office. Mailbox is full; ***I have no water, when will it be back on??? I heard pounding outside today, is the whole park out or just me???
