Not sure what the question is? If your brother is homeless & has a family, yes! If hes by himself & homeless... no. Unless hes a single father & is the primary custodial parent with more than 50% of the parenting time. If hes just a single guy he should try a place called "brand new life" in mesa. If hes part of your family & you're there, or going there... I dont know.
