Not a legal advice but to the best of my knowledge you can acquire the real asset like a car in America without a driver’s license, you would need some ID proof though… coming to driving, foreign nationals can get a license or a temp international license to drive around but it’s for a limited time period and might need to be renewed, however all this depends on your legal status here.
While you are not required to have a license it could challenging after the fact as you need a license to drive it
