I purchase a vehicle at CarMax on 4/22/2022. It was CarMax's responsibility to submit all the title documentation to the DMV office. On May 27, 2022, I received a letter from the Credit Union (CU) indicating that they have not received the title that identified them as the first lien holder. I contacted CarMax immediately and their Business office said that everything was submitted to the DMV. That I had to wait for the paperwork to be processed. On June 29, 2022, I received a second letter from the CU requesting the documents. I contacted CarMax who provided me with the title number issued on May 16, 2022. That it was nothing on their side and that they comply with the law. That it was an issue between the DMV and the CU. Since that day I have visited the DMV is several occasions looking for the documents. I was informed that the documents were transferred to the CU electronically and, if not received, the CU needed to contact the DMV directly. I contacted the CU several times trying to resolve the situation. The CU started working with the DMV to resolve the situation and presented several requests to DMV without results. I contacted CarMax again who assure me that everything was fine from their side. Today, the CU contacted the DMV office who indicated that CarMax did not provide all the necessary documentation and that they have to reach CarMax requesting it on several occasions without any results. This lack of action from CarMax is causing a financial burden to me, affecting my cash flow with the higher monthly payment, my credit if I am not able to pay the new amount of time, etc. Now six (6) months after I purchased the car and because CarMax did not submit to the DMV and the title was not received by the CU, my car loan was converted to a personal loan. The interest rate was increased to 15.29% and the monthly payment went up by $125. Only because CarMax Dulles Business Office did not do their job properly. Request for an investigation on CarMax practices was open at the DMV Dealer Board. An investigation for their business practices, lying to the customers that all the documents were provided on time to the DMV and not following up on DMV requests to them.

CarMax Dulles made my experience with selling and buying very seamless and easy. I did an online appraisal of my car, and they honored it in store the day I decided to trade it in. We drove off the lot with a new (to me) car in just a couple hours!

You're asking the community, not CarMax. But I don't think they do that.
Not a legal advice but to the best of my knowledge you can acquire the real asset like a car in America without a driver’s license, you would need some ID proof though… coming to driving, foreign nationals can get a license or a temp international license to drive around but it’s for a limited time period and might need to be renewed, however all this depends on your legal status here.

The store is open 10am to 9pm Tammy. If you don't have an appointment, no worries, Monday is a slow day. 30 minutes for the appraisal and 45 at the business office to get paid. You can come anytime the store is open, we would love to buy your car.
I think i got an email from carmax with this info, and also paperwork when i bought my car. I would check your records for this. If that doesn't help, call them or Google it.
For routine maintenance, check your owner's manual which should be in the glove compartment and on the Toyota website. About the 120 point inspection, you have to ask the specific salesperson that you worked with.
If i recall correctly, carmax said they had a thirty-day, no questions, full refund policy.
