You do not need to make appointment. The Fort Worth Post Office consolidated all passport acceptance units in to two. Downtown Location and Meecham/Mark IV Blvd location. This time of the year is the best time to apply for it.
No appt needed, but be early as passports have a daily limit. Some P.O.'s open at 7a and others at 8a. Check the schedule.
