Do you rescue dogs which are kept outside during a tornado and storm warnings?

I just have a newly move in neighbor and found out he put his mixed race dog outside last night and a storm hit us last night, and today there was a tornado siren and two dogs were outside in the patio in the storm with no dog houses. Later, he only took the husky inside the house but left the mixed race dog outside. I just don't know what to do about that

there will be someone at the location because of this weather we're having. if there is an animal in need she won't get turned away or left to fend for herself. thank you for keeping our furry friends safe!
