Yes, its a safe area. We have been going there for the past 20 years or so (ever since they opened) and haven't experienced any problems. Great food and service. Too noisy when crowded, but that's because everyone is enjoying the food and their company. Best of luck.
We went recently there and ate. Did not find a ything like that, though we have seen some homeless people on the pavement during our earlier visit a few years ago. We found that a big bus terminus has been built very near to the restaurant. Hence the homeless people might have gone away
I used to work at the hospital close by. I haven't seen a homeless person there in years. Honestly, no matter where you go, you always have the chance of mugging and people bugging you. I get that in downtown Rockville more than i do in that area. My thing is, just mind your business, smile and acknowledge people when they say hi, and if someone ever was asking me for money, I just give them food. If they dont want it, keep moving.
