The highway is closed 15-20 miles north of the castle. I would take I-5 and then go west on highway 46 to the coast.
It's open all year as far as I know. I prefer not going through US 1 from LA rather choose a different route. Tours they say are 45 min but give yourself a good 3 to 4 hours to see around including the tour. Hope this helps.
